Mass
management accreditation helps operators manage their
business more efficiently, as a result of clear procedures for
ensuring trucks are not overloaded, and reduces the risk of
penalties arising from mass offences. It is a quality system that demonstrates the operator can verify that the legal mass of the vehicle is controlled.
The
mass management module was developed in partnership with industry
for use by operators who, when
accredited, will benefit by operating
in an environment of minimal interference from government. This
also
provides an assurance to the community that the safety and
protection of the nation’s assets are enhanced.
An accredited operator
must know what their trucks weigh when they are loaded to ensure
they do not exceed the relevant mass limits. A
record of the loaded
weight for each trip is kept as proof that the vehicles are within
relevant mass limits. It is up to the operator to decide
how they
prove the vehicles’ weight when they are loaded. Options include use
of a weighbridge, on-board scales, estimating the weight from
the
volume of the load, or a combination of these methods. The important
thing is to record the method used and explain how it works. To stay
accredited an operator needs to have documentation that proves their
system works and their trucks are not overloaded. In part, this
means keeping records of vehicle weights. Operators must also be
able to prove that they are always following their written
procedures.
Maintenance management
accreditation encourages heavy vehicle operators to take more
responsibility for servicing their vehicles regularly
and ensuring
their vehicles are safe at all times. It helps you manage your
business more efficiently, because you will have clear procedures
for ensuring your vehicles are well maintained, and there will be
reduced down time associated with breakdowns and annual inspections.
It should
also lead to greater road safety.

Interstate
Certification Assurance (ICA) is a system of plant health
certification based on quality management principles.
ICA provides
an alternative to traditional plant health certification involving
government inspectors.
The ICA Scheme is a national scheme administered by all states and
territories. The scheme enables a business to be
accredited
by a
state or territory plant quarantine authority to issue plant health
assurance certificates for its produce.
To be accredited, a business
must be able to demonstrate it has effective in-house procedures in
place that ensure produce consigned
to
intra or interstate markets
meets specified plant quarantine requirements. The plant quarantine
authority regularly audits compliance by
the business.
The ICA Scheme seeks to provide a harmonised approach to the audit
and accreditation of businesses throughout Australia and the
mutual
recognition of plant health assurance certificates accompanying
consignments of produce moving intrastate or interstate.

In WA, operators of certain types
of heavy vehicles must become accredited to gain a permit from Main
Roads.
Western Australian Heavy Vehicle Accreditation is mandatory
for individuals and organisations that perform any
transport task as
part of a commercial business or for profit within Western
Australia, including interstate operators.
Accreditation involves two modules
- Fatigue and Vehicle Maintenance, which operators are required to
incorporate
into their daily work practices.
